The DTI Guimaras Provincial Office started to distribute the
Bureau of Product Standards (BPS) Memorandum Circular No. 16-04 or a Policy on the
Use and Monitoring of Product Certification Marks to retail stores here.
The Circular clarifies the proper use of Philippine
Standard (PS) and Import Commodity Clearance (ICC) marks on products under
mandatory certification. It also
addresses concerns of manufacturers, importers and traders on the proper use of
prescribed marks/logos/stickers and where to affix them on the products.
The Circular also specifies that a PS and ICC mark/logo/sticker
should be affixed on the items and/or on the packaging of a product. Exception, applies to ballast, lamp, circuit
breaker, electric tape, wires and cables, and flat cord, television set, air
conditioning unit, refrigerator and microwave oven, when affixing a mark/logo/sticker
to the product, can cause damage to its original packaging.
Further, the Circular specify that DTI monitors and
enforcers be allowed to access to the stockrooms of manufacturers/importers to
verify product inventories bearing PS and ICC marks/logo/stickers.
When a manufacturer or importer fails to present the
appropriate product’s box/package, the Circular cites that it shall be
construed as violation of the provisions and be dealt with in accordance with
