The Department of Trade and
Industry (DTI) VI will conduct another orientation and writeshop on Bottom-Up
Budgeting (BuB) in Sugarland Hotel, Bacolod City in Negros Occidental, Negros
Island Region (NIR) on March 29 to 30, 2016.
The two-day activity shall provide
a common knowledge of BuB guidelines, documentary requirements and
implementation. Expected to attend are officials and/or representatives from
the local government units (LGU) of Binalbagan, Hinigaran, Kabankalan,
Pulupandan, San Enrique, Silay, Sipalay, Talisay and Victorias.
Moreover, representatives from the
LGUs of Bacolod, Candoni, Cauayan, EB Magalona, Moises Padilla, Murcia,
Pontevedra, Sagay and Valladolid are also attending the activity for the
spillover of projects from last year.
The BuB is an approach of
formulating the budget proposal of national government agencies, taking into
consideration the development needs of poverty-stricken cities and
municipalities, which is identified in the respective local poverty reduction
plans.
The proposals are formulated with
the active participation of civil society groups in the locality.
There will be an orientation and
open forum during the first day of the activity. Speakers include DBM VI
Regional Director Alfonso Bedonia Jr., Carissa Sapera and Gladina Aquino from
BSMED, and DILG Regional Focal Person Christian Nagaynay.
The following day, the activity
will mainly focus on the writeshop wherein the participants are required to
come up with a draft memorandum of agreement, project proposals, and work and
financial plans.
This year, DTI VI has an allocation
of Php 31,085,334.00 to 21 LGUs with 29 approved projects in Western Visayas
(Aklan – Php 700,000; Antique – Php 4.5 Million; Capiz – 2.9 Milion; Guimaras –
Php 500,000; Iloilo – 3.6 Million; and Negros Occidental, NIR – P18,885,334.00).
